Require meson 0.55 to have proper subproject handling.

We have to be careful with how this affects building on older distros. It's not clear how much benefit this change brings versus reduced compatibility. Right now we've pegged VLS to libvala 0.48. This release is now several years old. I'd like us to determine what distros we should now support before committing this change.
